When my car is running my lights flicker every 28 seconds I have a few lights on as well my trac control, brake, check engine, airbag, also my cruise control and my power mirrors don't work but all of my fuses are fine.
The first thing you need done here is to have the battery charging system load tested that is to say the alternator.

Please don't leave me bad feedback if this is not the problem, but one thing about certain GM's, you will not find it in the circuit diagram, but if there is a light out on the third brake light, the cruise may not work.
I was an A tech for GM mostly rebuilding transmissions which meant I got into the electronics allot, and cruise was always the hardest to figure out. I spent two hours on a chevy once only to find out about the hidden circuit related to the third brake light. An older tech had a good time letting me search before he finally told me the secret. They may have done away by now, but you will loose nothing just to check the brake light.

check fuse under hood, batery terminals coroded wire at harness if everything fails run a hot wire to rear brake line with an interuptor.
check the swich under the foot brake.
