The Shift Lock Release is a safety function that enables you to move your car when you can't shift the gear from one setting to another.Lift the cover, next to the shifter and pull the red tab.

Brake-shift interlock The brake-shift interlock feature prevents you from shifting from P(Park) unless the brake pedal is depressed (with the ignition in the On position). If you cannot move the gearshift out of P(Park) with the brake pedal depressed: 1. Turn ignition key to Off. 2. Apply the parking brake. 3. Turn ignition key to Lock and remove the key. 4. you can get new key a the dealer ship some cadillacs have a button on the shifter to unlock them.

the neutral switch is to prevent the starter from engaging if not in park or neutral - try just bumping the key switch without holding it - the key lock or ignition switch could be keeping power on starter or the starter solenoid could be keeping the starter engaged someone would have to be under the car listening or touching the starter to see this or measuring voltage on solenoid wire

hot wire the car this will bring the ignition lights on then you can put it into neutral
