These are all different circuits. The brake lights are on a 10amp fuse - the headlights are on a 50amp fuse - and the parking and dash lights are on a 20amp fuse.
Do you have power going into the headlight switch and the brake light switch ?

1997 Ford E350 clearance lights don't work

First check the fuse, the clearance lights are not factory in most cases and the wiring gets shorted from poor wiring. Once you replace the fuse see if the lights come on, if the fuse blows right away find the wiring to the clearance lights and disconnect them, if the short goes away it is a I said the wiring is shorted. If you don't have the owner's manual you should be able to download it at the link provided. I bet you missed a fuse. Your tail lamps are protected by fuse #9 in the instrument panel fuse block. It is a 20 Amp fuse and is marked "PARK LPS".

My truck will not go into gear from Park position.

In the early 90's, a safety feature was added to keep people from shifting out of park without having their brakes on. This feature runs through the brake lights (in Fords, at least.) I would bet your brake lights don't work, and if they don't then that would be why you're stuck in Park

99 ford contour daytime running lights work, but high beams do not.

I live in Australia & I don't fully understand the term " daytime running lights " but high beam & low beam lights are on separate fuses as is the parking lights so you probably have a blown fuse, check all the fuses in the fuse box......hope this helps......cheers.

I have a 1996 dakota with no tail lights. The brake lights work. I think it may be a fuse, but I don't have a manual to see what fuse it may be,????

Why would it be a fuse?
You have front parking lights? Then no fuse

If it was a fuse ---would that fix it -- NO it wouldn't
Why do fuses blow?

Have you even removed the tail light housing & checked the bulbs,
or checked the sockets for ground or under truck for wiring
harness issues?

Don't need a manual to check all fuses under the dash &
in the box near brake booster
