SOURCE: pushing fuel out the filler neck
on the left hand frame rail ahead of the front tank there is a valve that controls which tank the truck runs off of it is bad let me know how you make out
p.s. if you dont wantto replace right away just run the tank that over fills down first and monitor when you switch over to the other one

Good news, no the tank doesn't have to come down. However, there needs to be less than 3/4 tank. Jack it up and set on a jack stand, remove the wheel, four screws housing to pipe, filler pipe sensing hose from filler pipe, screw retaining the cap, four retaining screws from filler pipe, screw from filler pipe retainer, slide into the tank until it can be rotated and pulled out through the fender. lube the tank grommet with clean oil and reverse the removal for install.

Did you check the vent tube alongside the filler neck? If it is pinched or blocked with something, just what you describe will happen. The air in the tank needs some way to escape to make room for the gas, and it should be through the vent tube. If it's bent, pinched, blocked, you will have a hard time pumping gas in.
