Put in new head lights and fog lights...but new fog lights won't work. Put back in old fog lights and they don't work either now.

Definitely a ground. Clean everything with light sandpaper. Follow any/all wires and see where it grounds, clean there too. If all else fails, run a new ground wire from the frame to the exact spot you got the bulbs to work (a workaround that usually remains permanent on my cars!).

test + wire @ foglamp to verify 12VDC
Trace +wire to fused link.
Check fuse.
If your fog lamp is connected to or behind a grille, pop it out. This can be done by first removing the clips or screws connecting it to the car and gently pulling it out. (If your fog lights are not connected to a grille, proceed to step 2.)Find the bolts that hold the fog lamp in place; you may have to get underneath the automobile to do so.Using your ratchet wrench, remove the bolts.4Grab the connector on the back of the fog lamp, turn it counter-clockwise and pull it out. This should remove the actual light bulb from the lamp fixture.Remove the fog lamp from the car and place the new one in.6Place the light bulb into the new fog light and turn clockwise to lock into place.Bolt the fog lamp back into place, if you had to remove the grille, put it back now and screw/clip it back into place.Turn on the fog lights and make sure everything is working properly
