There seems to be a pulsating power drain of .45 amp with the off. When I have my B&K multimeter connected in line with the positive battery post, there is a .45 amp drain. Its 1 second on (drain) & 1 second off (no drain) What in the fords electrical system would cause such a small pulsation drain. Its too small for the turn signal or emergency flashers.
Seen this (pulsating) twice. Once it was an aftermarket stereo from the early nineties. The other time it was the voltage regulator in the alternator. That is not much amperage, could be your clock or computer. Does it happen more than 40mins after the vehicle has been turned off and the doors closed?

If I understand you right based on your post/description, the signal lights would still turn on even if any or both of the flasher relays are removed. Should this be the case, then the signal lights are not getting the power from the flasher relays but from the brake light circuit.
Perhaps your concern is not with any of the flasher, but simply missing or loose ground more particularly with the rear lights. Perhaps you could try determining which of the wires for the brake lights and signal lights (as they come out of the light assembly) would be ground . A test and even possibly a temporary workaround is to hard wire a second ground connection from the determined ground wire of the lights and attach it to any conveniently located bolt or screw to the body. it may be to your advantage to do this on all the rear lights assembly.
Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.

You may have two relays one for hazards and one for turn indicators.

The turn signal flasher assembly is located under the driver's side of the instrument panel, on the front of the fuse panel, or under the center section of the instrument panel in the relay/flasher block. This is ,basically, the controller for your turn signals.

I dont have a radio, the alternator & regulator are seperate units, no clock, I thought about the computer so I installed a different one & still the same .45 amp draw. The draw continues as long as there is power in the battery.
