Every time i replace my 25 amp fuse it blows when i turn on my key to start truck

When the fuse for the wipers keeps blowing, that means either the motor has a dead short within it and must be replaced, or the wiring going to the motor is damaged and shorting out on the vehicle body somewhere and must be repaired.
Here is how you check it; replace the blown fuse, unplug the connector from the wiper motor, then turn the key on if the fuse does not blow then you need to check the wiring to the motor if the wiring is not damaged anywhere replace the wiper motor.

What you have stated above is exactly what was wrong with mine. I done the check this morning and done as you suggested, very lucky there were no wires exposed to short even further. I just finished with my truck...I'm very pleased with your post. It's 8:48 pm February 3rd, 2022. I do need to state what I have done....(took the plastic shield off of the windshield, by the plastic bolts, before this though, I had a hard time getting the wipers off, they have never been removed apparently. Then I took the above plastic piece off. I spent the whole weekend 1/29/21 taking the wiper stuff off. The bolts are kind of hard to do. I first bought a new fuse on 1/29/2021, put that in at the part's store. Was very disappointed when that didn't work. I put 4 or 5 more in the fuse socket and they kept blowing. Got very disgusted. On Saturday, I talked to several people that said to the check the wiring, I did that, but still kept blowing fuses. I was advised to try a new connector plug for the wiper motor. They are not sold in part's stores at least for the 99 Dodge Ram 1500 Quad cab, checked many around home here in Rutherford County North Carolina. I even tried several on line, to no avail. I had to go to a local junk yard and purchase one $20.00. I wired that in and still nothing. I even went as far as to connect a hot and ground from the battery directly to the wiper motor, the motor did turn. But back to square one on 2/2/2022. I put a new fuse into the fuse box and it blew again. I went ahead on 2/3/22 replacing the signal, wiper and dim and bright switch. I tried even leaving the connector off the turn signal switch and everytime I turn the key to power up, the fuse would blow. I went ahead and done as mentioned above took the connectors off the wiper motor and the result was good, the fuse did not blow. I went ahead this evening and purchased a brand new wiper motor and hooked the connectors up and the fuse did not blow. The motor was brand new not refurbished. I am back in business, I mean wipers that work. Awesome. Ron
