I was rear-ended by a 1994 Volvo 900 series. Both front air bags deployed seriously cracking the windshield of that vehicle. We had been stopped at a light and I had started driving forward when, after a few seconds, I was hit flush into my rear bumper. The Volvo was accelerating at the time. Most likely a problem with one of the air bag sensors or an air bag system control computer. Most air bag codes are only able to be read and reset by a dealer service center. I would start there. Good luck!
Front air bags are not designed to deploy in side impact, rear impact or rollover crashes.There are several reasons why your air bag may not have deployed during a crash. The first reason is that perhaps your crash is not the type of accident where air bag deployment would be helpful. For frontal air bags, this includes many, but not all, side impacts, rear impacts and rollovers. This category also includes minor accidents in which the driver and front passenger (if there was one) did not suffer any significant injuries requiring medical treatment. Many people do not realize there are a lot of side air bags that do not deploy during a rollover accident, even when the vehicle rolls onto its side. That is because those side air bags do not include an appropriate crash sensor that can detect rollover crashes.

If the air bag or Supplemental Restraint System (SRS) light is flashing it is telling you there is a problem with the system. Due to the hazards of working on this system this is not a DIY repair. You can be seriously injured by a premature deployment of one or more of the air bags. Take you can to a professional and have it repaired by someone who is trained to work on this system. It may very well be dangerous as the air bag may deploy without warning or it may not deploy at all in an accident. The likelihood of it deploying all by itself is slim, but possible. If it were my vehicle I would have it repaired ASAP.

To have a frontal (driver or passenger) air bag deploy, certain criteria must be met. One of these criteria is that the frontal impact must be within a 60-degree window, occurring within 30 degrees from the vehicle's centerline. Another key element is that the crash forces are equivalent to a head-on collision with an immovable barrier at 10-15 miles per hour. Because a typical automobile accident only lasts about 0.125 (1/8th) of a second, air bags deploy within 15 to 20ms after the initial crash impact. To create a protective cushion between the occupant and the vehicle's interior, the air bag inflates at speeds up to 200 mph within approximately 30ms after impact. This allows the occupant to contact a fully inflated bag within approximately 45 to 50ms after the initial crash impact. Approximately 100ms after impact the bag deflates.
Air bags will most of the time don't deploy on side impacts, only on frontal impacts they mostly are made to deploy since that's the direction of the car on to which most of the accident will occur. The air bags are just a supplementary device and not a restraint like the seat belt that is use to keep you in your car.

It's unlawful to replace a deployed airbag with one not designed for the vehicle in some states. It's also unlawful to disable the airbag which by virtue of not replacing the airbag after it has been deployed. This car sounds like a headache waiting to happen. One has to wonder what kind of collision the car was involved in to make the previous airbag deploy. At the very least, verify the DMV and car safety laws where you live prior to making the purchase and if you're still intent on buying the car, you should get a CARFAX report first.
