Check ALL fuses..check the wire connections at the wiper motor..un plug then plug in .the way to test the motor is to get some speaker wire (stop laughing) go from the battery to motor to by pass the switch .

sounds like a bad wiring conection use an ohms meter to determine current flow also the motar may be begining to fail replace whiper motor if there is low current flow through wiper motor its definatly bad
check the fuse first. If it's ok, take a multi meter out to the wiper motor connector and ensure that there is power to the wiper motor. If you have power to the connector then you have a bad wiper motor.
I had the same problem and the flasher is not located in the fuse box because it is not a normal flasher. the cougar has an electronic flasher unit that is located on the left side of the center console. the best and cheapest place to order a new one is amazon.com. they run about $30-$40
The fuse box is located under the dash to the left of the steering wheel. You have to pull down the lock release lever to drop the fuse box down to gain acess to the fuses. The fuse that you need to check is number 20 a 10 amp fuse.
