Check Fuse #8 10amp location is in the instrument panel fuse box .
Fuse Block - I/P
In the driver side of the I/P, in the door opening , end of I/P panel comes off .

its in the fuse box under the driver side instrument panel.

Maybe a relay or fuse is bad or the wiring to it.

But you said that the third brake light works.

So the brake switch must be ok.
Turn signals would be the flasher or wiring to it.

The fuse block and relay bank is located on the driver's side under the lower instrument panel. The fuse block contains fuses for various circuits as well as circuit breakers, horn relay, ignition lamp thermal time delay, and the turn signal flasher. The hazard warning flasher is mounted into a bracket below the fuse block. The individual fuse and relay locations can be found in the wiring diagrams at the end of this section.

I actually had the exact same thing happen to my 2001 Silverado and I bought an instrument cluster too. It was the 10A radio fuse in the fuse panel beside the dash. It was not pushed in all the way.

this is the wires for the stereo.

check the wiring from the tailights back to the fuse panel, it sounds like an open connection. if i recall correctly check under the dash on the drivers side near the fuse panel for a bunch of wires in a bundle and look carefully for a wire or two that are cut/shorted/or seperated, you can also check under the drivers side kick panel by the hood release.

fuse box should have indications to all fuses if fuses r fine check underneath the hood...if they r all good could b just light bulbs or shortage in wiring which goes under the dash
