Other problems include windshield washer -doesn't work, windshioeld wipers-work but only two speedes no intermitent operation-also may work when window up/dn switch is operated if so then must kill ignition swith to stop them-they do not return to rest position stop where they are, air conditioner clutch swith does not activate. I have checked fuses and relays under the hood and the fuses under the dash,not relays as yet. I believe the problem may be the BCM, but not sure everything I stated receives it's start-stop-operation commands from the BCM.

the relay box is on the driver side, next to the battery. remove cover to find fuses and relay. it's on the bottom right if you look at it from the driver side fender. in the cap, you should find the diagram of the location of every fuse/relay located in there.

Sounds to me like the "parking" contacts inside the wiper motor have broken off / worn.
Needs to remove wiper moter / dismantle to inspect. (On some models you can purchase these contacts.)

This Seems Indicative Of a Poor Connection AT The CLUSTER Or A Junction Connecter Close to the Cluster. This is Assuming you Have Ruled OUT ALL ABS COMPONENTS, LOOK at These VERY CLOSLY Because of the Small Volts These Wires Carry , the SMALLEST DEFECT WILL Cause this Type of Symptom that you have given. Please try all of the Above, I feel Confedint that athis is where your Problem Is.

The common cause of this problem is the Park Neutral switch, also called the range switch, it is on the side of the transmission.It mounts externally on the transmission on the front or
driver's side of the transmission. Most have a three wire connector that
plugs in to it and you can take them out with a socket or large wrench.
The PCM on this vehicle uses inputs from 3 different switches/ sensor for this: (1) Transmission range switch, located on the outside of the transmission, just above the transmission pan, white in color (2) Park/ Neutral position switch , also located on the outside of the transmission case, above the pan, near the transmission range switch; black in color (3) Transmission range switch/ sensor, located inside of the transmission. --------- This will help.Thanks.helpmech.
Also the instrument cluster needs to be inspected.---------The soldering on the instrument cluster board gets short and causes this problems.-------
Also the HVAC control,connectors on the cluster board needs to be inspected.-----
