On the 1998 Legacy the Radio fuse is the fifth from engine, third from driver, on the bottom, 15A, and the Lighter is in the same long row on the top, 20A.

Does the emergency flasher work? If not, it could be a connection behind the coffee holder/Emergency flasher switch on the dashboard. I had a mechanic who had to go behind the dashboard and inadvertantly din't connect it properly and neither my flasher nor blinkers worked.

The interior fuse panel should have a cover on it that has the fuses labeled by number and description, there should be a fuse labeled radio. You can use a small pair of needle nose pliers if the under hood fuse box is also missing the fuse puller. that fuse box is mounted on your right hand side in front of the washer fluid reservoir if your looking at the front of the vehicle.
