Compression can be lost with wrong valve adjustment. I suppose that you tightened the cylinder head according to manufacturer's specifications, but did you re-adjust the valve clearance?
I would suspect either a bad plug- in at the pump or a bad power wire. Run a wire from the battery direct to the pump. If it runs, attach the wire under the hood to something that only has power with the key on and put an in-line fuse into it. Hope this helps.

sort of a solution. if you can get the ignition to turn to the off position there is a pin under it you can push and pull the whole thing out and start it with a screwdriver. or you can take out one screw from behind the ignition on the little black thing and you can start it with anything. i'm not sure if that will unlock the steering column though. hope this helps
