No you don't need any transmission work, the parts you listed are part of that. You either have a bad wheel speed sensor or more likey a bad connection at one of the sensors. Sometimes the cables get damaged. The cables are supposed to remain flexible but sometimes the wires inside break. These cables go from the wheel speed sensors and feed information to the ABS system.

Did you ever figure out the traction problem? I have a 2007 CTS and mine is doing the same thing! Please let me know. Thanks!

traction engaged means that one of the wheels appears to be slipping to the ABS/ Traction control module. It then engages the brake on the wheel that seems to be 'slipping' or spinning faster than the other wheel.
ABS/Traction control module either is getting faulty information from the wheel speed sensors, or the ABS/Traction control module itself is bad.
May have to replace the rear speed sensor(s) on the right and/or left sides. Check your parts department for the sensors which sometimes bolt on if it has heavy duty suspension J55 which is rare.
If you have disc brakes on the back then it may take a hub assembly to be replaced which has the wheel speed sensor pressed onto the hub assembly and plugs into the harness in the back.
I would have the 99 Eldorado with 36k scanned with an ABS Brakescan Tool such as one made by Actron which sells for $99 plus s/h from Amazon.com.
The Actron ABS Brakescan tool covers 1996 up to 2005 domestic automobiles, such as Cadillac, GM, Ford, and Chrysler and many related domestic makes.
This neat little tool will tell you in English terms which subsystem is giving you trouble on this Eldorado.
Good luck on this repair.

two common problems are a loose connection at wheel sensor terminal or bad steering position sensor. take your car in to a dealership as they have some wiring problems also.
