Valve Rocker Arm Bolt 19 N·m + 30° (14 lb ft+ 30°)
A GM dealer shows me another source, which says 32 Nm (24 lb-ft). Not sure which one is right but they screwed up my car.

balance shaft (if equiped) gear bolt = step 1 = 15 ft.lbs. step2 = additional 35 degrees.
camshaft sprocket bolt = 18 ft. lbs.
connecting rod cap = step 1 = 20 ft. lbs. step 2 = additional 70 degrees.
crankshaft damper bolt = 74 ft. lbs.
crankshaft oil deflectorbolt/nut = 27 ft.lbs.
cylinder head bolts = step 1 = 15 ft. lbs. step 2 = additional 73 degrees. (tighten in sequence)
exhaust manifold bolts = step 1 = 11 ft. lbs. step 2 = 22 ft. lbs.
flywheel bolt = 74 ft. lbs.
main bearing cap bolts = step 1 = 15 ft. lbs. step 2 = additional 73 degrees.

Vortecs are a little different that old school small blocks, grab a Haynes or Chiltons, the cross patterns and specs are simply diagramed. Vortec, as any really, start with 25# then 45# and then final torque which I believe is around 70-75# but to be sure verify with the manual. AutoZones, Murry's, Adavance auto all carry the books, Cheap insurance.

to torque nuts and bolts start in the center using a criss cross pattern working outward.. final torque is 12 ftlbs.

it was Torque specs for the rocker arms and the manifolds. I put in new gaskets as one had already begun to leak at 88K. So, since I heard about this sort of thing happaning, I decided to look into it before winter came. Good thing I did to. Sorry, didn't get a reply the day I asked this, so I called the dealer the next morning.
That's what I found too. But, I was told by a mechanic friend of mine the next day that the new GM spec. for the rockers on a 1998 3.1 liter V6 Monte Carlo LS is 124 inch lb.'s, then another 30 degree's past that. I got her back togehter now. Thanks for checking!
