Cant position hose more then 2 mil from belt
Get a couple of cable ties,wrap around hose and connect to something near to hold it away from belt,I do it on my Nissan truck.

The problem is that you have the serpentine belt on wrong. If you put it on right, it will be nowhere near the lower radiator hose. It's not a Ford design problem other than the belt can be put on 2 different ways and still work correctly. Follow the diagram.

Try loosening the hose and twisting it to another position.

after looking over the situation, and seeing what a horrible mess Ford made of the location of the lower hose connection location, i decided that the lower hose did not need replacement.
just my amateur thoughts on this, but if an item like a radiator hose needs to be replaced on a fairly regular basis then the design engineers need to keep this in mind when designing the engine in the first place. putting the clamped end of the hose in a position where it's not accessible is not just stupid. i've enjoyed having this car, for the most part, since the day it was purchased. changing the oil, and other maintenance items, is relatively straight forward. the lower hose has completely irritated me. there is no excuse for design professionals (and i use that term loosely!) to make such an obvious mistake. anyone who has ever worked on their own car would not have let this engine leave the shop on ANY car, let alone a car that was purchased by people on a budget who wouldn't want to spend gobs of money on paying a mechanic to change a stupid radiator hose.

Check the sensor near the thermostat housing.

remove the radiator hose remove the two bolts that hold the tube on and buy new tube and replace is in reverse order.

sounds like the thermostat gasket is leaking. Might as well change the thermostat and gasket at the same time. make sure the hose clamp is tight sometimes it needs to get tightened up. could be lealking from the hose and running down.
