It sounds like your rack and pinion is bad, causing it to have what mechanics commonly call "rack slap" or play in the rack and pinion internaly. This would also explain the fluid loss, as when they go bad they often leak. Also would explain the wobble in the frontend. What you do is jack up the frontend with both front wheels off the ground and shake your tires left and right, and look at the inner tie rods, and the rubber accordian like boots that go over the inner tie rod to the rack. If they are wet with oil, and leaking all around the boot, you need a new rack and pinion.
Hope this helps!

Have the steering gearbox checked.  If fluid loss was severe.  Wear in steering box causes excessive play in steering controls.  Take on one concern at a time.  They do not seem to be related

Cant turn my 2003 toyota 4 runner to left or right

with the wheels on the ground, if you pull really hard on the steering wheel will the wheels turn?

Since you already replaced the pump the only thing left is the rack and pinion.

Does truck have to be running on my 1990 toyota 4-runner 4x4 ?

No, you can do it without the engine running. The power assist just makes braking easier. Just make sure you don't move the pedal till the bleeder is tight, then pump it back up an do it again. Start at the right rear and move towards the front left. Hope this helps.

Flashers -REPLACEMENT

The turn signal flasher is usually located in the convenience center, under the dash, on the left side kick panel. In all cases, replacement is made by unplugging the old unit and plugging in a new one.

Hope helped with this (remember rated this help) Good luck.

Whining engine

It could be a pully bearing going bad, or your power stearing pump. next time you start it when it's cold try moving your steering wheel left to righ and see if there is any changes. The next time try removing your belt before you start it and see if the noise goes away. The belt could be warn out and hard itll it warms up and soften up. Start with a new belt. Good luck
