I have a 1996 ford escort 1.9 L with 55000 original miles. When I get to 70 MPH, the speedometer jumps up and down 20 MPH and I hear a low rattling noise at that time. If I back off to 60 mph, the noise stops and the speedometer stops jumping.

This happened to my 2001 Regal... There is a factory recall on the Catalytic Converter going bad. I had mine replaced with the recall and haven't had a problem since

This is an electronic speedometer, nothing is user repairable, the circuit board fails and you get your problem, you will have to pull the speedo and send it out to an authorized GM repair station, they are all over the country, one company that does this is called SPEEDOTACH, LOOK THEM UP ON THE INTERNET.

Sounds like low fuel pressure. i.e. fuel pump, fuel pressure regulator, or fuel filter.

its clearly a gear box fult what ever is causing it its realy some thing that the repair shop should be looking at for you, there are very fuw adjustments that you can make to an auto box by yourself,, if any!
sorry for the bad news,,its not going to be a cheep fix and yes i know,, you hate me now!,

the catalytic converter most likely is no the sorurce of the problem, older design bead type Cat converters used to plug, but it is very rare on the newer ceramic honeycomb cats, u need to have the electronic engine control tested, are u getting a check engije light? if not has the fuel filter been replaced every 30,000 miles? also a part called the Mass Airflow sensor can cause these symptoms as well as igntion system problems.
