Instructions Shift your Voyager into "Park," set the parking brake and pull
the keys out of the ignition. Open the liftgate to access the rear storage compartment. Remove the two screws from the inboard side of the taillight housing and
place them in your pocket for safekeeping. Insert a screwdriver between the outboard side of the rear combination
light assembly and the van's body, and then pry the assembly loose. Avoid
scratching your van's exterior paint. Twist the turn signal bulb socket counterclockwise to remove it from the
light assembly. Pull the bulb out of the socket and dispose of it immediately to prevent
it from becoming a hazard. Then, install the new bulb in the socket. Reinstall the socket and activate the turn signal. If it lights up,
screw the cover back into place and close the liftgate

If you're asking how do you change a taillight bulb, then follow this procedure:
Open the trunk lid.
Disconnect the connectors from the taillights (taillight bulb connectors are visible by looking inside the trunk at the back of the tail lamps.) There may be an interior trunk trim panel that you have to take off but in most cases its just a series of thumb screws that hold them in.
Brake Lights/Taillights: 21/5 W
Rear Turn Signal Light: 21 W
Back-up Light: 21 W
Rear Side Marker Light: 5 W
Turn the bulb sockets 45 º counterclockwise to remove the bulbs.
If you're removing the taillamps with the bumper off there are 3 nuts and screws that hold the taillight to the rear panel of the car that have to come off from the inside of the trunk.
Remove the nuts and screws, then remove the taillight.

I had the HARDEST time with the lights...I never realized changing a bulb would be so difficult. Once you unscrew what you need to, go into the trunk and pull the lining away from the back part of the light. There are the white prongs that you will need to tap with a hammer until they pop out and then the light assembly will come out. Be careful though, I got a little too impatient and broke mine. I used a binding agent to hold it back in place though...GOOD LUCK!

they are hard to take off sometimes, you are doing it right just keep willing it it will come off, there is 2 gromits that hold it into place might have a little dirt into the plunger.

Yep Your going to have to take some of the Back Paneling near the light to get it out. Its not to bad just peal back enough of the Paneling to get to the bolts for the lights. Sorry no way around it.

Open the trunk and along the bottom of the tail light, there should be a Philips screw securing a cover piece. (your car may or may not have this piece)
With the cover off, there will be another 2 screws securing the bottom of the tail light assembly. Remove the screws and pull the bottom out and the top is held in by two retainers that should just slide right out
