My wife's 2003 Vue has the Check Engine light and Service engine soon like coming on at random times, but at the last oil change no codes were found. Mechanic suggested it was an oil leak, but we have no evidence of that, as there is no puddle under the car and the oil level is unchanged. The car handles fine, but this is a concern.

Here is the definition of the code in GM manual:
P0128 - Coolant Thermostat Below Thermostat Regulating Temperature, this indicates the engine is running cold, u need a thermostat

Absolutely yes; First, even if the oil level is fine, it should be changed every 5.000 miles regardless. This could be why your light is on but it could also be something more serious. You'd be doing yourself a favor by having the oil changed and having the light reset. If the light comes back on, it needs to be diagnosed to prevent a possibly more harmful problem from doing damage to the car.

It is most likely the Throttle Position Sensor has gone bad. But if the check engine light is on, the only way to tell exact problem, is to have a scanner placed on the vehicle to have the codes read.
