2001 outback automatic transmission occasionally feels like it is staying in a higher gear when slowing down to stop it will stall but starts right up. I changed transmission fluid and filter. But car is still doing the intermittent stalling at stops.

Sounds like it could be some water in your Carb, i would recommend cleaning it out, Also it could a blocked air filter

solution cut heater hoses and add to t junctions and join bypass so water flows through heater and through bypass straight to waterpump.

Check your vacuum lines near your intake. Usually with bogging in gears would be a bad front o2 sensor. When was the last time you got a tune up? Spark plugs, wires, fuel filter. Not being up to date on those can cause the car to lose performance.

You've got to assume that the trans oil change is unrelated. With the key in the run position see if the wipers work, if not the battery is dead. Otherwise, try rocking the car back and forth while in park and then hope for a miracle. If all fails, get out the volt meter and start measuring voltages at the starter and the power pack (coil).

Try replaceing the fuel filter and if that does not do it then it may be the pump. you can rent a fuel pressuer tester to test to see if fuel pump is going out. If you rent one and need to know how to check let me know and I will put the proccedure here for you.

The fluid was pink and car seams to shift ok other than the stalling at stops.
Well, some good news, it could just be a bad shift solenoid. Just bring it to a local trans shop and they should be able to do it no problem.
