Well, the short answer is no.
The lights and windows are are different fuses.
There's a slight chance you have a problem with a ground wire on that side, but I doubt the two problems are related.
I would check the light for power and ground, and look at the window switches for power and ground. The windows are powered thru the driver switch on most cars.
Driver side main switch relays , bad or dirty or loose, try using the particular door switcj.and the tey the drivers switch, driver can lock out all the other switched, child safety on rear doors, Used a test light to check the switches for 12v+ up down, one at the time, starting at drivers mai. change out the window's drive motor, the teeth on the drive shaft have most likely broken off as they are plastic.

This could be an issue with corrosion of the relay between the switch and the motor (little black box).
Sometimes the glue that holds the motor's "piston" to the window will stop working, and the "piston" will slip off the window, causing the window to stick in the down position as well. As long as your doors are apart, you might want to check that too.
For the windows to work, you may need to find a new relay, or possibly a new motor. They can burn out or have other problems in excessive heat/use/age. The GOOD news is that pretty much every salvage yard will have 4 or 5 1987-1991 Oldsmobiles sitting around, so you can steal the parts for next to nothing. Also, Buick LeSabres (also 1987-1991) are almost identical to the 88's, so you can use those for parts too!

Sounds like it could be the actual switch for the windows with could be an easy fix if U know how to remove the switch from the door.
