Need solution to the problem

Are you certain that the slider adjustment is attached? Does it feel like it has resistance when you slide it, or is it a dial?
Sounds to me like the cable that changes the flap door from heat to cool is stuck. Think of it this way:

a cover slides between h (hot) and c (cold) inlets into your car, mixing together for warm. I had a Honda with an AC that never quite got nice and chilly, and it was because that flap wouldn't completely cover the hot inlet because the cable had slipped or stretched.
So take a peek under the dash and slide the temp gauge back and forth. do you see anything moving? can you see the cable itself?

If you have a low freon warning you will need to unhook the battery to reset the system before the compressor will run.

on my 99 devillle concours cold air blows from left and back vents but hot air blows from right vents

The blower relay is stuck in the "always closed" position. Replace the blower relay and this should solve your problem. It should be located in the same fuse block as the main fuse for the blower. The relay should cost somewhere between $20 and $40. Hope this helps, good luck!
