The fan relay switch is under the drivers side dash, you need to remove panel, then slide upside down to view relay switches, fan relay is in first row next to large relay second over.

SOURCE: fuse number/location for air conditioning compressor 2000 beetle

View the attached website to see if your problem is in the fuse block that is under the hood immediately on top of the car's battery.

http://www.aircondition.com/tech/questions/83/No-Compressor-Operation-in-Volkswagen-New-Beetle

Also, the car's blower motor/climate control is controlled by the 25 amp fuse No. 25 in the fuse block located at the end of your dashboard.

Turning signal is blinking only blinking a few times and stop ? 2000 Volkswagen Beetle

This could be a faulty flasher relay. On the 2000 Beetle the relay is part of the Hazard signal switch. It will need replacing so you will need to remove the four star headed screws holding the panel the hazard switch is in. (2 underneath and 2 on the front). Two of the screws are hidden under little plastic covers. You then can remove the panel and replace the whole hazard switch unit.

Air and heat want come on fuses fine, motor fine switch is fine is there another relay somewhere

The problem will either be your fam switch or the resistor which controls the speed. However i think the resistor on your model is built into the switch. Have you checked for power to the fan switch?

OVER HEATING

In the fan circuit...You have a temp switch screwed on the radiator, a fuze and a relay in the fuze box plus a fan.  Swap the relay with another relay, replace the fuze.  The other fan should come on when the a/c is turned on.  If you fix the fans and it still overheats, you may have a BLOWN HEAD GASKET.  ALSO ARE YOU BLEEDING THE AIR FROM THE SYSTEM?  DO YOU SMELL EXHAUST IN THE COOLANT?
