Open the hood and make sure the car and the lights are off.
Remove the plastic protective cover.There are 3 knobs,turn halfway and pull.Put aside and out of the way.
Remove the three pins that are holding the light assembly in place.These are flat rods with a little bend at the end.
Twist and un-plug the lights,now you can remove the whole lens.
The light bulbs can also be removed and replaced from this point.
Make sure all the bulbs are working before you put it back together.

follow the two lines leading to it and remove the panel and then the hoses remove the unit and replace as taken apart

sounds like your switch contacts are shorted closed.. try disconnecting the switch for inspection and use a volt ohm meter to inspect switch across contacts...

wow. just did this one today. all i can say is have patience. you just have to take the dash completly apart top to bottom. you have to lower your steering colume to. you dont have to take the dash out of the car when you get it off enough on the passanger side just tie it up to the handle at the roof and you got access to the black box on the passanger side. you have to go under the hood and remove two bolts and two hoses to release the black box so you can get the heater core out. you also dont want to forget to disconnect the battery and drain your radiator. I watched my husban do this and i dont know how else to explain this or give better detail i hope i helped.

Heater core leaking

Pretty big job but has to be replaced asap. The fumes/vapors from the heater core will eventually come though the registrars and make you sick and mentally affected. If the floor board is wet under carpet, inside front windshield has oily, hard to get off residue and/or sour bittersweet smell; it's already affecting you if you spend much time in the car. Headaches, blurred vision, anger, dark circles under eyes. The heater core going bad is a common thing for Lincoln Towncars. It will cost around $600 to have repaired and about 6 hours. Also FYI, intake manifold recall for repair has expired for most Towncars but it should be looked at for leaks. The factory installed plastic gasget warps.

If you are in the cold freeze region then it can be FREEZE PLUGS or head gasket,

Freeze plugs prevent the coolant from cracking the block.

The only fix is to replace the freeze plugs.

That is about a 9 hour job. The heater core in in the Heater Air plenum chamber which is behind the dash. the dash has to be removed to replace the heater core. It is an involved job. Lots of bolts, screws wireing connectord and vacume connectors to remove and un plug. Some are behind the inner fender splash guard. The book wants you to remove the complete Heater Air Plenum, But it can be done with Patience and finess.
