The noise is coming from the internal bearing if it isn't the fan belt squealing.

It's extremely possible the squealing was the water pump all along. Your car has a belt tensioner that automatically keeps proper tension on the serpentine belt.Manually tightening the belt most likely put more strain on the bad water pump and the bad bearing you heard is well on it's way out.

The problem is most likely the the low beam relay or the combination switch
