Fuel Pump fuse keeps blowing on car, dealership said it was a bad fuse block, how do I replace it?

Usually a fuel pressure test will confirm, but if there's power going to it for sure, then replacement sounds like the cure, and filter.

If there is no power to the fuse block then there has to be a main relay check that to see if it is blown. it is usualy located in the fuse block undr the hood.

A fuel pump is a kind of motor and any motor is subject to having shorted windings.
If the shorts weren't catastrophic, the pump could still be functional but drawing much higher currents than when built.
I have an ugly feeling your fuel pump in located inside your gas tank which would require removing the tank to replace it.
I'm pretty sure that the real factory service manual would have a test (resistance measurement) that would quickly find whether the pump is healthy, whereas the aftermarket books from Haynes or Chilton may not.
