Is there an access pannel under the rear seat of 1999 subaru legacy outback to access the top side fuel tank?

Yes, under the rear seat bottom on a sedan or behind the rear seat back on the panel under the carpet on the cargo area, right behind the seat back, screws hold the panel on, fuel pump right below it, easy to replace...I just did mine,1998 Legacy Wagon.

Can't lift rear bottom seat up to put down back of seat for cargo hauling. Seat bottom will not budge and I can feel the strap is still attached to the bar that should be moving up but isn't.

it is rusted to the latch. soak the latch under the seat with wd-40 and wait a day. then try again. if it doesn't work then use a screw driver to pry open the seized latch.

Where would the jack be,purchased it at a repo sale had a flat and couldnt find it

Check under the lid in the rear cargo area some people put them there. It should be located in the left or right access panel in the rear cargo area. Since it's a used vehicle it may still be on the side of the road from the previous owner, I've seen that a lot. Change a tire, in a hurry, jump back in... If either of these proves empty check behind the rear (passenger's) seat gap cover. Thanks for using Fixya and please leave a comment and rate my assistance.

How do you install Navigation Disk on 2005 RX330?

You will need to access the back of the vehicle either in the cargo area behind the rear seat or under, the seat... not sure which model year used which location but try behind the seat first.. This will involve removing the liner and the housings underneath it so you are down to the metal of the floor boards

Rear seat down and wont go back up; locked middle belt

middle seat belt shouldn't have anything to do with it. The seat locks down for stowage in the rear cargo area. you can pull the release handle on the back of the seat to release it back into the up position.

Putting rear seats down for the cargo area

You have to pull forward on the belts located at the bottom of the seat while pushing the lever on top of the seat to lower it. Make sure to take off head-rests or the seats won't lay flat. Its almost like pulling the bottom cushion off in a forward motion, Hope it helps
