You will need to find where in the linkage the problem is. I would start taking it apart to see what is and what isn't working correctly. Autozone website has free repair manuals available online.
The rear wiper has its own pump motor. pull the hose from the wiper and have someone engage to see if there is a clog. do the same at the motor. if bo liquid comes out then its the pump. also check fluid level in reservoir as well as a possible secondary reservoir
Check wiper fuse. If ok turn key to on position and try to pull wiper arm into the direction that they would swipe on the windshield. If this doesn't work u could try tapping on the wiper motor while the key is on to see if that works. Use a test light to see if motor has power to it.
