your socket may not be grounded properly, I have seen this before, and the simplest way to fix is change the socket with a new one.Not another used one it may also be bad.

It looks almost like a relay at the end of a wire. Sometimes you can get down and hear it when its on. Should be located under dash but on top of steering column. Good luck

likely not, but change /check anyhow....If problem persists, likely you will need to change the module that controls directionals (usually under dash to the right of steering column)
