I Have a Dodge Ram 2500 Mega Cab with Cummins Diesel. The airconditioner fan started running slow, then stopped completely. It feels like there is still cool air coming out of the vents. Is the blower motor out? When I put my hand on the blower motor, it felt like it was running very slow and rough, motor was warm to the touch.

the flap inside the vent is not opening you will have to get under the dash and figure out why the lever isnt opening the flap

Try finding the micro filter / pollen filter , usually on the bulkhead side on blower motor , (pre air intake filter for blower motor) It happens in extreme cases of a blocked filter and make sure your air recirc in not switch on .Good luck

There is as blower motor resistor which is part of what makes your fan blow. So your fan isnt blowing but everything else works right? Thats what I would look @ first.

Sounds like the "Blend Doors" are not completely closed (or opened). The Blend Doors open and close to direct the air from the blower motor to the vent selection you have made on the control panel (defrost on windshield, floor, front, etc) You may need to try various selections to see if the blend doors actually open or close. If no changes, it could be a blend door actuator failing.
