You will need a new window regulator,the cables have likely broken.There will be a few hidden screws behind pop out covers,the panel will then pop loose from it's plastic clips.
I doubt it, all the windows should work off the same fuse. I would be more inclined to think it might be a wiring problem, a broken wire or a connector come loose. Check the wiring that runs from the door pillar into the door and try trace the wiring back to where the rear harness connects to the front harness.
Do you hear any humming when the button is pushed? or any noises? If you do, then the Regulator is broken, and will need replacement. I would recommend getting the part from the dealer, Aftermarket China parts are ****. (dorman)
I had the same problem with one of my back window with is seldom used. The motor are using brushes to make contact with rotor. I took the lining of the door off then gently tap on the motor while trying the lower/raise switch. The window start to work ok. I try to operate the window more often.
