I replaced the combination switch but still persist. A lot of people say there is break in the wire somewhere (99% of the time it's the harness under the battery tray. I checked but seems fine) but when I lightly touch or slightly try to engage the high beam toggle the low beam then works. If there was a break in the wire it wouldn't of work period. When the high beam toggle is fully engaged, the high beams come on for a split second then goes out (doesn't work). I do it again and engage the toggle lightly, the lows comes on again and stays on as long as I engage and hold the toggle lightly. That cannot be a broken wire, could it? That would be 2 broken wires, the low and the high I'm assuming the only thing it could be is the BCM. Any suggestions out there? This (diagnostics) is driving me nuts!
Does it have tilt wheel?
Yes it does. Do think it's severed or it's pinched somewhere in the the steering column? Do you think the break is before the BCM? I looked at the wiring diagram and there is only an input going to the BCM which is "T" off from the low beam ground switch (combination switch). Thx for the help Richard.

Ok look under the bagtterry tray, there is a black box bolted to the body, it is the headlight ground and has a really bad tendency to corode due to the design.
