When I start up the engine (in park and in 2WD) both 4x4 and FWD Low lights are lit on dash. When I shift to N, the 4WD Low light goes out but the 4x4 light stays on. When I then switch from 2WD to 4WD there are 5 clicks from a relay in the dash and the 4WD Low light comes on again. 4x4 light is on no matter what I do.
The actuator has a spring that is known to break easily in mid-late 90's chevy's.
Thanks Shawn, how can I tell if this is the case? Is there a "home" position for the actuator? I have been able to switch the vacuum lines back and forth to make it actuate so it seems to work. With the vacuum removed, which position would the spring return it to?
Not sure of a home position! To the others that viewed this with the 4wd problem if your dash light blinks or shows it's engaged but the transfer case isn't, check your wire going to the front rearend for the voltage! My fire dept. has a 99 blazer that did that and after changing the front differential and it still doing it all that was wrong was a battery too weak to engage it!

Fixed. It was the transfer case shift motor. Swapped it out today and everything is working great. Thanks for your replies.
