About to look for vacuum leaks in my 1994 toyota pickup truck (22re), and if I find any I want to be able to reset my ECU. Anyone know how?

Is the check engine light on?
A major cause of surging is either air leaks between the air flow meter and the engine intake manifold, or a bad or mis-adjusted throttle position sensor.

if there is an library near you there you can get a diagam of how they should go and if not if there is a place were you can get a fax you could call a toyota dealer in the part department and they could fax them to you.

It sounds like the cluster is gone bad if everything is not working. Usually, if just the speedometer isn't working then it's the speed sensor on the transmission that has gone bad. But I think you have a cluster that has just died. Check on EBAY for a used cluster and ask them to roll the mileage to what is on your vehicle now.
