I have changed all four turn signal bulbs, and reset the computer according to the advice given by Justin_wr598 and the turn signals still flash quickly
Check the bulbs, one is burnt out.

The unit that supplies power to the indicators and gives you the
ticking noise is refered to as teh flasher can. It is virtually just a
relay that continually switches power.
My suggestion would be to check this, sorry I dont know where it is located on your car.
Part is relatively cheap if it needs replacing.

Check if you have fire at the centre pin of the light socket using a tester. If not, the wiring is shot somewhere. If you have fire, you replaced the dud bulb with another dud! (I know, it happened to me some time ago on my Chevy)

Could be several things but generally this happens when one of the turn signal bulbs is burned out (front or back), especially if it is fast on one side (left vs right). Once the burned out bulb is replaced the flashing returns to normal.
