Car surging at idle, and making humming noise.

I can relate my experience with a similar noise on my 1994 car with Traction control. A electric valve in the air intake made a "Hum" or "Buzzing" noise when malfunctioning. For my car, the valve was suppose to reduce engine RPM so the wheel spin was stopped by choking off the air to the engine.
So the electric valve on your engine may be getting a bad signal from the Traction control system especially since you are not applying power. Or simply the electric contacts in the part you mention are worn out and "buzzing" because the contact points are burned out and can not connect.

When you don't change oil every 4,000
miles since new & have no idea what oil
has been used over the years & a vehicle

My 2001 dodge intrepid is making noise under the left valve cover

We seen to get a lot of those cars with that issue lately

I don't know the reason, but it won't be fixable without some
major head removal & whatever the dealers & aftermarket
have come up with to solve.

Have the places you went to ,even driven the vehicle
& were along for the ride?

Have to always go for a road test or you NEVER leave
any vehicle at a repair shop. Why would you. No test drive,
no interest on their part,simple!

There is test equipment to listen for noises

Most shop don't spend the money for it
They only do what is quick & makes money
& keep things moving. That doesn't do anything for you

Could be CV Drive Axles
Strut Bearings
Other issues,etc

You have 2 Fail Safes

1 for Temp
1 for ETC (electronic throttle control)

Check out the daul coolant valve, you seem to
be aware of, for some reason

The 2000 thru 2002 & later 03 to 06 LS are different,
as are the V6 & V8's in several design features

All nonsense in my book

Buy a vehicle not over 3 or 4 years old
& never over 30,000 miles & try to pay cash
& forget the collision insurance

That is the correct way to do it

Of coarse i have been at this 47 years
& can do my own repairs & money isn't
an issue
