SOURCE: I have a 2000 Town

Look under the hood where the fuses are. You should also find relay switches in the same compartment. They usually are silver. This could be your problem. Next, try checking the fuse panel cover and see if the diagram says where they are. There may be a fuse panel on the passenger side of the car. There is on efor the brake lights somewhere. If you don't locate it, check your owner's manual or call the dealer.

SOURCE: 2006 town and country rear brake rotor removal

yes the e brake shoes inside the rotor tend to create a lip that will hang them up just bake them off a bit and you should be able to pull them off fairly easily also check to be sure that the stock assembly line retainer clips have been removed from the front of the rotor they are just thin looking washers that are pushed on to the lug nut studs to hold the rotor in place on the assembly line a pair of side head cutters work well to remove them and discard after removed.
Hope this helps.

If the brake lights and turn signal lights work, then there may be a bad fuse. Check the fuse box.

No brake lights, new bulbs. where is fuse box in 2001 town & country

If both of your brake lights are out including the third light above the rear door you should check 1: brake switch located behind brake pedal. 2: relays under hood although not a likely problem. 3: trailer wiring if there is any. Most likely it will be the first though as it controls all brake lights.
