In order to idle ... a whole lot has to be good and working.
Your ideas about the Fuel Injection sound SPOT-ON.
Being a gazillion years into electronics... I'm not really all that enthusiastic about listening to HOT DISCONNECTs of sensors
(or anything.. for that matter (causes much more grief)).
(((stop it))).

I love rockauto's on-line catalog (see below)...
1994 HONDA CIVIC DEL SOL 1 5L L4 Throttle Position Sensor TPS RockAuto
What the heck... $25 later... you TRY a new TPS... it doesn't work... so now you have a good spare (you always wanted).
Move on to the other "thingee" you mentioned...
(You said MAP... (manifold air pressure))
Way better than having a semi-skilled DEALER-CLOWN beak two things... NOT FIXING one...!!
(In my humble opinion)
If OXYGEN sensors show up... look for a blocked exhaust
(leave the poor sensors alone... they are only the messengers).

Check the ignition timing. If that is OK check the valve timing which might not installed correctly when they replaced the head gasket.

If your going to do the work yourself, its not an expensive fix, little time consuming but it you pay attention to the parts when you take them off its not that bad, all in all, should be able to do it for less than a hundred bucks. Gaskets and fluids are all you need.

Could be head gasket or piston rings. Piston ring issues will smoke under load or when revving the engine.
Do a compression test.
SOURCE: 1990 Honda Accord DX 5 speed no power/2 cylinders not firing?
check the compression in suspect cylinders. oil could be comming from the valve seals. check the oil level fuel may be contaminating it. oil should feel a little thick with no odor of gasoline. check the firing order its easy confuse wires when changing cap/rotor.

Wow, hope all this was not done to fix this problem? If the problem showed up after the timing belt, I would say the timing belt is a tooth off. If it broke a timing belt, a valve might be bent. If all this was done to solve this problem, you need to find a better mechanic to diagnose it.

Are you sure you have correct timing? its definetly a fule problem, if timing is good then turn your key to the on position and try to listin for the fule pump to prime. While the key is in on position go to fuel rail, there is a valve on fule rail called sharader valve. Get a small screw driver and press valve in to check if car has fule pressure. if pressure is present then it is incorrect timing or possible bad cam sensor.
