Wouldn't hurt to get another opinion before resigning yourself that only a dealership might have the sophisticated equipment to unlock and reprogram everything to get it running again.
You know how luxury cars have more bells and whistles than base models, and therefore more expensive to fix or diagnose.
GM techs use a hand held scanner called a Tech-II scanner that communicates with the pcm and can command certain tests or functions. Maybe you could find an independent shop with this capability and experience. It would be a lot cheaper than going to the dealer, but you may be forced into that route if your car's computer has to be reprogrammed. Get a second opinion.

I had same problem and turned out my alternator plug kept falling out. ground was good but the plug with the clips was bent and kept falling out. had to make sure it was fixed by someone who knew what they were doing and had to take it to the dealer. charged me $75 to rewire anew plug on, took them one hour. have your battery and alternator tested at local Autozone or AAP

have the alternator checked it could test good and still be bad but it can also drain the battery 9 times out of 10 its the alternator thats draining the battery

IF when you purchased your car you didn't set your own personal code you will have to take this to your local GM dealer and they can pull the code that is set at the factory and unlock your radio.THe proceedure for setting your own code then unlocking radio is in your owners manual.The dealership I worked for did this for free.
