Looking at the fuze box in a 1996 BMW 328i, the drivers seat adjustment fuse is #40. Where is the #40 fuze located?

It appears that the EWIS module is responsible for triggering the starter...

I do not know of an "Air Pump" for a 1996 328i. Did you mean
fuel pump (15A fuse # 18) or
blower motor (30A fuse # 20)

If trunk won't open on 328, open the pass through on rear seat, then use a walking cane or something else that hat a hook on end to reach the emergency release lever located on the inside bottom of trunk lid. I disconnect my battery for five months, and this is how I gain access to the battery. Also, check fuse box in glove box to see if the trunk activator fuse is blown.

The fuse is located next to the battery in the trunk

Very common problem. The white plastic gear in the tilt mechanism gets old and brittle and breaks.
BMW will want to sell you a whole gear box with motor. Aside from the outrageous cost, removing that gearbox is a pain.
Odometergears.com will sell you just the plastic gear for $40, and their website has wonderful instructions that show you how to replace it quickly and easily.
You will have to remove the seat from the car. Put some old socks over the tips of the seat rails that unbolt from the floor because the seat is rather heavy and awkward to handle, and the tips of those seat rails are very sharp and will cut up the interior and exterior of your car if they touch anything as you wrestle with the seat DAMHIK.
The other tip is to be careful not to over-tighten the screws that hold the cover on the gear box, They are not very strong and will twist in two easily. Again.. Don't ask...
Unrelated, but if the leather on your driver seat is shot, you can use the leather from a junk yard passenger seat to freshen up your driver seat. The seat bottom is replaced foam and all. Don't bother trying to save the plastic snaps, just pry the seat bottom up and put in new snaps. The leather on the seat back has to be removed from the seat and transferred, but it is not difficult.

for the seats its fuse 40 41 rhs LHS is37 and 38 fuse 30 is for memory and steering column adjustment and both seats

I don't know where exactly in you car they are but they are on the drivers side. Check in the kick panel on the bottom or on the dash, there should be some cover you can remove. It should say fuses or something. On the cover it'll let you know which fuse is which. If the fuses are good is most likely blown headlights. But its unusual for all to go out at the same time. Sounds like you may have a short-circuit. And yes you can just change them out.

Auxiliary Cooling Fan Circuit Fuses
Fuse 16 is 5 amps located in front power distribution box under hood, drivers side near rear of engine compartment.

Fuse 41 (ex. M44 w/man. trans) is 30 amp (probably not your car) in front power distribution box

Fuse 48 (M44 w/man. trans only) is 40 amp (The auxiliary fuse box in trunk for E36 is on the right side of trunk behind the trim panel.)
