My 1999 ford taurus LX sometimes start hesitantly but most of the time it does not start. When it doesn't start, it makes NO sound. Then I wait about 30min and it starts with hesitation. If or when it starts back up I can drive until I cut the car off. Everyone agree its not the battery but some say its the alternator and some say not. Please help.
In some occasions the fuel pump can be going bad, when you turn the key(halfway) listen for a 2-3 second hum then turn to ignition.
First things first, the car while not run long with out the alternator it supplies the electrical power you car needs not the battery, the battery is for starting the car. Go to your local parts store and have them test your battery and alternator, if you don't have a test or, they can do this with the parts still on the car and load test them. If those check out ok then check your ground to starter and frame ground wires for rust and corrosion, if that checks out ok. Remove starter and take to local parts store and have tested to make sure starter solenoid isn't week and that starter is working fine. My guess is one of these things are your issues. Is a check engine light on and if so have you read the codes?

The CEL is on because there is a problem in the system. You can turn it
off by disconnecting the battery for 10 minutes,but the light is going
to come right back on when the PCM sees the problem gain.
There are literally hundreds of
possibilities as to why a check engine light(CEL) comes on. The system would have to be scanned to retrieve whatever
fail codes there are. Then we would use a manual (that is literally 3 inches thick)that contains flow charts with
pinpoint tests, using a voltmeter, to hand diagnose, and find out what is wrong. This process can take a few minutes,
it may take a couple of hours, depending on what is actually wrong.
Now here is the "why" of a CEL: What is actually turning on the CEL is the Powertrain Control Module(PCM), commonly
known as the engine control computer. Inside of a PCM there are actually two separate systems. One is control, the
other system is diagnostics. PCM diagnostics acts as "big brother," constantly looking over the shoulder of the control
side of the PCM. Diagnostics is constantly monitering systems to see if the expected voltages and values are present.
Here is an example: If the PCM diagnostics knows that it has been so many minutes since the engine was first started, then the
engine temperature should be around 195 degrees. In our senerio, if the engine is still 160 degrees, it sees a problem,
and sets the CEL. The technician has to use pinpoint diagnostics to see if we have a stuck thermostat, if the Engine
Coolant Temp(ECT) sensor if sending a false signal, if the wiring between the ECT and the PCM is bad, or if the PCM is
faulty and interpreting the signal recieved from the ECT incorrectly. But the PCM is not capable of monitering everything
all at once, so it basically goes down a checklist, over and over again, as you are driving down the road. Sometimes
a problem can come and go intermittantly, at the right times so as to avoid detection by the PCM.
That is why sometimes
a CEL dosen't always come on everytime there is a problem. Sometimes you can unplug a sensor even while the car is
running, and it takes a while for the CEL to come on, just because the PCM diagnostics hasen't gotten back around to
looking at that area yet.
Our senerio only talked about one area that a PCM moniters. There are dozens of sub-systems that the PCM looks at,
and dozens of possible failures within each of those sub-systems, that could cause a CEL.

Mine beeps like that as well if I don't put my seat belt on. The seat belt light comes on for about a minute then shuts off and a few seconds later it starts beeping without any lights coming on. This may not be what your problem is but I was wondering why mine did the same thing and I figured out if I didn't have my seatbelt on that's when it would beep like that. The seat belt light had already shut off and wasn't blinking or anything so I didn't realize that's what it was right away.

From your description of the problem The first thing that comes to light is the idle air control valve.
This devise is mounted near the throttle body and controls the airflow past the throttle plate when the throttle is closed.
There isn't a position sensor on itso if it becomes sticky it won't turn on your check engine light.
It's a fairly common problem. I have tried in the past to free them up but it never seems to work out well.
