Pulled fuse#14 on 98 passat now won't start over

Fuse 14 is for the CCM, Comfort Control Module, and controls the lighting inside the vehicle and also the ignition. Your car will not start with this fuse blown or removed.

SOURCE: 06 vw bug. Pulled a fuse from the fuse box while

put the fuse back in pull the positive battery cable off for 30 secs then put it back on. Try restart

After a bit of searching ... I think you are going to continue to be frustrated.
Evidently for this Passat model year the owners manuals and even some service manuals do NOT reflect accurately what is in the car. The build date of the car is important in determining the exact fuse locations/ratings. There are 2 boxes ... one on drivers side and one on passenger side.

6.6 diesel shut down after starting, still cranking strong but won't start.

I would double check to make sure no air was in line. If it still won't crank, has to be pump.

I pulled out each relay one at a time and reseated them, so I know they're back in the right position and should be seated well, now the car won't start. All the instruments come on , just the car...

you owners manual will contain that information. In most cases like this for BMW it is the ignition switch, to clarify, not the ignition lock.
