Circuit Description
The driver and passenger seat heaters are controlled by the driver seat module. Power is supplied to the driver seat cushion and back heater elements through individual voltage supply circuits. Power is supplied to the passenger seat cushion and back heater elements through a common voltage supply circuit. All of the driver and passenger seat heater elements are grounded by the driver seat module through individual low side drive control circuits. The heater element control circuits are pulse width modulated to ground by the driver seat module in order to control the seat temperatures by regulating the current flow through the heater elements.

The seats are powered by a 30amp breaker which includes the circuits for the power motors. The signal from the control switch goes to a door module then to a memory seat module, then to the heater elements. It may be easier to disconnect the heating element for now, repairs will need a shop manual to test and trace the circuits.
I have a 2004 CTS. I know there are two fuse boxes underneath the floor carpeting in front of the rear seat. Remove the rear seat bottom cushion and pull the carpet forward and you will see them. Inside the cover identifies what fuse is for what function. Hopefully it is a blown fuse, otherwise my guess would be a short in the wiring some where.
Both seat heaters in this car are on the same fuse and relay. If one is working and the other is not, you can assume that the fuse and relay are okay. It could either be a broken circuit in the seat heater itself or a bad switch. Most likely it is a break in the heater element. I had this problem in my 2004 forester on the driver side. after removing the upholstry cover on the seat and some careful inspection I found two broken solder joints at each thermostat in the seat heater element. A quick solder job fixed the problem. The only real difficulty on the job was that the thermostats and associated connections are sandwiched between two layers of fabric and filled with hot glue. Careful probing with the end of a soldering iron can melt the hot glue away from the areas you need access to. A quick internet search will find you some pretty good directions on how to remove the seat covers. Hope this helps.
