Fuse controlling cigarette lighter blew and keeps blowing immediately when a new fuse is inserted and the car is started - none of the fuses in the fuse box in the engine compartment are blown - does one of the relays in the engine compartment fuse box control the lighter, or do I have a short somewhere else/

Unplug cigarette lighter, check circuit, unplug each door individualy at first, Don't forget the back doors, check circuit. Usualy the door wiring is damaged but there may be more then two cigarette lightes depending on the model.
First off the reason for instant fuse blow is because this is a positive wire grounding out or touching/crossing a grounded surface. I would first target the Cig lighter outlet connections also if the outlet is rusty inside looking, replace it.
