If this car is injected it may be worn injector nozzles; ie they leak the fuel from the pressurised line into the cylinders after you've switched the engine off. The engine will then be hard to start for some time. If this is the case you'll need to remove & replace the injector nozzles.

After connecting battery, try using key in drivers door to lock, and /or unlock. Try passenger if that doesn't work, as well as valet key if it came with one.
Hi, My 1999 Elantra has a similar problem with the turn signal, I checked the switch itself and it worked fine, eventually I found out that it was the hazard switch that is faulty, to test it try and turn your car on, activate turn signal and press down on the top of the hazard switch or just fiddle with it. Just a thought, worked with mine. Good luck.
Either contact the dealer and get the override code from them or check the default number of 0000.
You can also try this :
Input your identification number by pressing the preset buttons in
sequence. The identification number is on the User Card that came with
your Hyndai. If an incorrect identification number is entered 3 times,
it will not be possible to cancel the incorrect number until one hour
has elapsed with the ignition switch in the "ACC" position and the radio
turned on. After one hour, press and hold the BAND(FM/AM)button for 3
seconds or more until the incorrect number disappears and CODE is
displayed.
Had this happen with a Honda Accord: carb icing.
You do not have a carb.
Had this happen with a newer Honda, bad ignition switch. It was intermittent. $24 and one hour fixed it.
Good luck
