Truck runs fine no loss of power or performance. Is making a loud knocking noise appears upper passenger side. Checked oil was about 2 qts low but it takes 7 so it wasnt even half way. After adding oil sound got quieter (not immediately) but never went away. Was told by mechanic it was likely a timing belt coming apart issue??? Doesn't make sense to me. Was told by 2 other mechanics it's likely a lifter stuck or bolt loose. Anyone have any ideas? Engine was rebuilt 16 months ago has roughly 24,000 miles on it since.

I would have to say your engine is probably shot. The bearings are probably gone. It is possible, i suppose, that your oil pump is faulty. As soon as the oil warms up, and becomes thin, the rods and lifters start to rattle. The same goes for the oil pump, as oil becomes hot, and thin, it may not be pumping properly. I would try a used oil pump, and see if there is any difference before i wrote the engine off.

If it's dead in cylinder one then it could be a burt valve to find out for sure all you do is put it up on top dead center of the compression stroke and pull the spark plug out and apply air to that cylinder, You can remove the air cleaner and the radiator cap so that where ever the air comes out thats where your problem is, if it comes out the intake its the intake valve if it's comming out the exhaust pipe its you exhaust valve if it blows bubbles out of the radatior then it's the head gasket, if it comes out of the rocker arm cover then it's the rings.

If you added oil level before engine was warm
Then when engine is warm you recheck the level

let it cool down and then re-check if its too much drain a touch off.

it sounds like your oil pump is not working good. check oil pressure at cold and what weight oil are you using. it may be too heavy for it to get up to the top of the motor quick.if there was any build up in the head when you changed the lifters you may want to flush the oil system good then put fresh oil back in

Well for one thing you dont have a timing belt..You have a timing chain...Now is it a 5.4 or 4.6 ?..Is the noise a ticking clacking sound or a low knock..The ticking ,clacking is probably the lifter,or the roller rocker..If the truck was 2 quarts low its possible the oil pump could have sucked a little air,maybe while driving,,Did the oil light ever blink on ??..Anyway the passenger side cam is the last thing the oil gets too,so if the oil pressure dropped its possible that it ran dry for a second on that cam...I dont think it would have taken out the lifter or roller rocker that quick though,,unless you drove low on oil for a extended time..You need to get someone to pull the valve cover on that side,,you can inspect the camshaft and roller rockers and see if one of the little bearing on the rockers have come apart..
