I have a 1999 Chrysler Town and Country. 3.8L Lately, the van has seemed to have a weak battery. It needed a jump start a few times in the past week. I had the battery checked and it checked out really good. Today, I was sitting in the parking lot and the engine was idling. After about 20 minutes of idling, it began to sputter so I figured that I would move the van and start giving it some load as the RPMs took a dive. Before moving, the engine cut out. I restarted the engine and put it in ‘drive’ and got about 200 feet and it started sputtering and cut out. I pushed it into a parking spot and took the battery out and had it checked and it was good. Then I figured that it was the alternator. So, I changed out the alternator. Unfortunately, after I connected the battery, nothing happened at all. No lights, no music, no start. So, I went back to the battery and reattached it. Then I tried again and the car tried to start but came very close but no start. I tried 4-5 times to the point where the van would slow down in the turning over sound and then diminish to a clicking. Now what? Here is some additional information that may help. I heard some pulley noise coming from the engine in the past 2 weeks. In the past few months the a/c has quit blowing cold air and sometimes the blower intermittently works. I have had a bad fuel pump as the car has taken 2-3 seconds to pump the fuel to the engine to start. That problem has been going on for the past 3 months. I don’t know if that is too much info or related information. I believe the fuel pump is a separate issue.

Sounds like you need a starter, or you have a loose wire somewhere under the hood.
SOURCE: Van won't start. Just makes a clikcing noise. Horn sounds weak.
THIS IS CAUSED BY A DEFECTIVE STARTER MOTOR SOLENOID, REMOVE AND REPLACE THE STARTER OR JUST REPLACE THE SOLENOID ON TOP OF THE STARTER IF YOU CAN BUY IT SEPERATE.

First, try swapping the eec relay with a known good unit and see if the problem persists.
Second, you could be experiencing a problem with your ignition module overheating, causing high resistance in the circuit. When the vehicle sits for a while, the circuit cools and will allow the current to flow again.

I have a 2005 Chrysler T&C. The turn signal would not work at all or activate incorrect side. The switch is easy to remove as described by dukecityman.
Once the switch is of, it has four screws holding it together.I took this apart to find that there was a circuit-board which was contaminated with dirt. wiped it of, put it back together, working fine.
If you take it apart use caution. there are parts on the "top" which will fall out. ( they go right back in) The circuit-board is on the "bottom" half. You really only need to take this part off. (less moving parts)
Your going to replace it anyway, whats the harm?

The first thing that you should do is to make sure that the battery is fully charged, and then try and turn the crankshaft to be sure that the engine flywheel is not caught up on the starter drive gear, and engine is not seized up.
Make sure that the battery posts and the battery cable terminals are clean, dry, and tight. Even if the battery connections look clean, you should actually remove the battery terminals and make sure that the terminals where they connect to the battery and the battery posts themselves are clean, dry, and they should be shiny where they connect, and they should not be dull or oxidized, if they are then clean them up with a wire brush or you can buy a special battery cleaning brush from any auto parts store. Make sure that the battery cables are not heavily corroded under the wire insulation.
Make sure there are no loose battery cable connections at the starter, and that the battery ground cable is good and tight where ever it is connected to on the engine.
If all of the above checks out alright and the battery is fully charged, then you should replace the starter.
