I just recently bought this car, and it was in this condition when I bought it. There is another problem going on concurrently, that is there is an erroneous Windshield Washer Fluid low message, in spite of the fat that the fluid is topped off.

To get inside the car .... Use the key in the lock cylinder, unlock the drivers door to get inside. You shouldn't have to reprogram the fob unless it or the keyless module was changed. There may be a blown fuse that supplies the keyless control module (check the owners manual for location). or wires that lead into the Drivers door may be damaged ... The keyless module is located inside the drivers door at the bottom behind the door panel ... do the unlock/lock and trunk release switches on the inside of the drivers door operate the locks and or trunk release? If so it is not the fuse ... and not the wires to it ... And it could be your BCM body control module, located in the dash board to right of your gas petal. Because the number entry keypad (code for that is on the inside of the right passenger trunk bracket arm) also doesn't work I assume it's not the key fobs themselves. Your 98 manual is correct for your car.

There is a little float mechanism inside the washer tank that is probably stuck or binding. If the wiper/washers work, you have power to the fluid tank.
Pull of the top and see if you can locate it. You might need a piece of flexible, fine wire to GENTLY help it along...

Both doors will not unlock with the key? sounds like the lock motors are jammed this is common on your model after years of service, try turning the key with as much force as you can without feeling it bend, this should overcome the frozen lock rod motors

I will check on my washer sensor, that makes sense.
To clarify my situation on my 99 ls400, I can lock the door with both key fobs remotely, but I cannot unlock either the doors, or the truck using the FOB remotely in other words. ALL entry is possible with the key, and nothing else seems problematic.
I tried several times to do the reprogramming method I have found on these boards. Thanks for all the kind responses, we are already soooo in love with this very well kept 400, which btw has 270,000 on her.
I neglected to mention, yes the lock unlock works from the operator control panel on the door. I have not found anything other than the stuttering steering wheel as it goes up, in terms of problems, aside from the windshield washer erroneous indicator which I have mentioned previously.
