I have the same problem with the a 1999 grand cherokee. I have changed the turn signal switch and didnt fix it. if you remove the cover under the steering wheel and reach up there, you will feel the fuse box...reach up past the fuse box and there is a turn signal flasher, I can wiggle the flasher and get mine to work at times. I'm going to get a new flasher and see if that fixes it I have the same problem with the a 1999 grand cherokee. the driver information center(DIC) is telling you one or more of your rear light bulbs has failed. it could be a tail light,stop light,center high mount stop light,turn signal or license plate light. have someone in the vehicle turn the lights on and hit the brakes and turn signals so you can see which one is burned out.
Mine just went out this past week and found the flasher/hazard fuse inside the glove compartment under the plate with the pull cord to access.The 1994 Jeep Grand Cherokee Laredo AWD part# on the fuse and called to confirm with a Jeep dealer is:
56007243 and appx. 44.00 from the dealer, may be able to get from an auto store as well.

don't know if they are related. as for the turn signals check the flasher. there should be 2 of them.one for the turn sinals the other for the emer. flashers
I would check the flasher due to the fact that is where power is being sent to to send out intermit voltage to the rear lamps. check for open or groundin wires
